12 v dc Relay Circut

I am looking to build a circut relay to open a 12 volt circut. I want to send a 3 second signal to a horn which is 12 volt dc and draws .13 amps and have the circut open until reset. I am using a motorola charging amplifier base for a VHF pager which has a 10 second relay built in but this is to long. Is there a way to build another circut in line to shoerten the signal time to about 2 or 3 seconds?
