A zig-zag transformer is best thought of as just an autotransformer. It can be used as a step-up, a step-down, or as simply a means of creating a ground (neutral reference). For example, if you have a thee phase Delta transformer, but have to create a neutral, you can connect the zig-zag to all three delta terminals and use the center as your neutral.
