If part of the circuitry uses a Xbee, will the Xbee have communication issues through the metal box. If so, how much?

If you run the antenna external to the box, there shouldn't be an issue.

Otherwise, you'll have a lot of attenuation (range of maybe 1 foot)

Correct. Antenna is still advised if it is not built into xbee circuit board for lower frequencies, 400 or 900Mhz.
