Just wanted to make sure that i'm correct:

Protective Earth – Green/Yellow bi-colour. (Can it be only Green or only Yellow?)
Neutral (N) – Blue.
Single phase: Live (L) – Brown.​

It is said that that is according to the current IEC.

What exactly is the IEC?

Yes your colours are correct.

Plain Green was the original earth identifying colour but never yellow.

Yellow used to be one phase of a three phase system.
