Why is this fan + controller not working?

Hi there!

As part of a pretty big project I am using PC casefans as a form of ventilation. I have 12V fans and a power supply converter meant for PC power standards. It outputs 12V at 1.8A max.

I am modifying it and can successfully run a (testing) fan off of it very simply. However when I try to place a Noiseblocker Speed Control (fan controller) in between, nothing happens.
Basically those things are potmeter voltage dividers, sitting in between two 3-pin fan connectors.. My multimeter tells me that the fan controller does output about 12V at high setting and 200 mA.

I don't understand why the fan won't run even though it's supposed to be getting the proper voltage - is it because it's meant for some 10A PSU so it has way too high resistance for my weaker 1.8A supply?
