You could search Ebay for SAD512 or SAD1024 IC's; sometimes they're available. Pricey, though.

There is an elaborate work around. You would need to digitize the audio stream and store the conversions in memory. After the chosen delay, play it back through a D to A converter. A DSP chip might work for the process.
