What to drive 3w star LED?

I have some 3w "star" LEDs, rated at 700ma. I will be using these in an upcoming automotive project.

I am undecided, and prompt for your suggestion:

Should I drive them with a RESISTOR or LM317 setup in CURRENT REGULATOR mode?

SO? You have this project you would like to build? What was it? A walkway that needs some extra LIGHTS you say?

Its for an interior dome light replacement, nothing to do with any exterior lighting, or modification of vehicle's electronics systems.

How could that be so bad? TOS violation or not, please advise.
