That message only pops up if your IP or local area or something relevant to you has been making a lot of sign ups. For example at college, signing up for a new account brings that message. At home, it doesn't. Seems that Google is being affected by the amount of spam accounts.

I really hate it when my bank sells my financial information so I get letters in the mail from "companies" who try to look like government agencies (even give addresses on Pennsylvania Avenue, DC) offering me "limited-time" offers to settle/consolidate my debt. They always print the total amount of debt I have (accurate down to the dollar). I thought my identity had been stolen - Where did they get this information? I called my bank - Bank fessed up, they sell the information, and I can't 'opt-out'. My info is sold whether I like it or not.

Most trouble starts when banks sell our Information to advertiseing
companies that let there computers get hacked. Now every day there
a new scam. What do we do about It,nothing.Your whole life is given
away in a micro-second,what do you do about It ,nothing.Do we deserve
what we get ,yes.We do nothing to stop it,where would you go.We don't
have a clue. How will it get stopped,Is there any real good opinions on
what to do. We seem to have answers for every thing else. This has to be
group effort a few people can do nothing thing.Your congressman stands
up and says I'm in the same boat my Id was stolen to ease your pain.
So what are we going to do about this Id theft. One of you guys have
to have an answer. I have heard you guys say how smart you are,so whats
the electronic fix. What about your facebook page, get all the numbers to
add up. A guy found his dog on facebook, maybe you could find your life.

There is no electronic fix, as the problem is inherent in our electronic society. Any electronic defense will have an electronic backdoor next week. The only surefire fix is to go off the grid. have no credit, have no email, have no facebook page, have no identity to be stolen. Pay for all in cash and keep all your assets tangible and close at hand. Then the only way to get you is to actually "get" you and most don't have the balls to try that, especially if you're armed; and if they do, then at least you get to see who's after you as opposed to the faceless hacker on the other side of the world who's got your credit card #s. Considering filing for bankruptcy just for the hell of it.

You are going to have a lot of company ,this can't go on much longer.
Something has to give, when the big banks have nothing but credit risk
in there pool, world wide.We are near there now,I like the saying "GOLD"
has never been at zero,I have a "ESP" moment when I hear that. The gold
paper Is just paper,Where the Beef,I mean where the medal.

Safest investment right now is probably a suitcase of gold under the bed or buried in the back yard. I know people who did that when our current president won the election.
