    It's the foot of a Martian Tripod rotated 180 degrees.
    Honestly, looks like a piece of injection molded plastic to me.
    It's purpose....without Dissection, I havn't a clue.

    I found it near my friend house, an employer told him it is a part of GSM system but I am not sure

    Without seeing inside or even if there is a connector, it could be anything.

    It could be an indoor flag display base ... but to be sure, open it up.

    Well, it could be a GSM repeater antenna to provide coverage indoors or in tunnels where outside GSM coverage does not reach.

    Looks like a lump of plastic stuck to a ceiling to me. This may be a wind-up on the part of your friends employer - has he been sent for a "long-stand" yet?!
