What is Petitioner details??
Is this for a patent application or something else?
If patent, then the patent office has to decide how to process the patent (foreign patent or domestic patent). They need your contact info and a way to identify you in case someone else says they own this patent in a future court case regarding this patent (infringement claim or review, for example).
