My handy-dandy IEEE Standard Dictionary of Electrical and Electronic Terms says:

preselector (A) A device placed ahead of a frequency converter or other device, that passes signals of desired frequencies and reduces others. (B) In automatic switching, a device that performs its selecting operating before seizing an idle trunk.
