Read relevant topics on http://allaboutcircuits.com , especially some basics like ohm´s law, then H-bridge, relays.

Edit: now I see it wasn´t the OP to who I replied, but rather some thread hijacker. But anyways Turk, read those if you don´t know them, they will surely help.

Get something like a 300 in 1 projects kit, the kind with the little springs for contacts. The manual that comes with it gives you various circuits, some of them you may want to build on a separate basis (I did). It gives you a good basis to build on.

What part of the world are you at?

"I want to learn electronic design."

Our deepest condolences.

Just kidding. You couldn't pick a more interesting job. Strange but interesting.

Get thyself a copy of The ARRL Handbook and The Art of Electronics.

Frank, as the others mentioned, the "Book" that is this site is amazing in my opinion. I recently started in learning electronics and starting at Chapter 1 of "Vol1. DC" is the place to go. Everything is clearly explained and easy to follow. Two thumbs up!
