I'm thinking of using a microphone, pre-amp, Bandpass filter,Flip flops and a relay but I don't know how to put them together.

For on/off you can Google a 'clapper' circuit, dimming on the other hand will take a little bit more.Another thing is filtering the ambient noise in the room. you don't want the lights going on/off with someone on the tv talking or a door slamming, or the dog barking.

I have managed to design an on and off switch, I whistle, it turns on and whistle again to turn it off but now I'm still struggling with the dimming part.
