Load the drivers, plug it in..... see if the computer recognises it.... load up you midi software..(Cakewalk or whatever)... see if it is recognised by the software..... hook the cable up to a MIDI module... output a track to the usb midi port via your software..... Is it working..????

I wanted to know if there was a way that I can test it without using a computer. Can I test it with a multimeter?

No. It will require a valid USB signal, addressing it correctly and supplying the correct data at the correct rate for it to output a valid MIDI signal.
Unless you can see an obvious fault, then I suggest my first reply as your best course of action.

Hey, I found a new article in the magazine "Nuts & Volts" that tells you how to build a USB - MIDI Tester. Thats great!
