It looks like a gate with schmmitt trigger inputs.

 

..with an inverted output.

Basically this is a schmitt trigger.

You would need to post the entire circuit schematic in order for us to make some kind of determination as to what would make sense for type of gate it is.

The symbol is an obsolete type from the 50's:

It COULD be a NAND, NOR, or NOT (inverter) with multiple inputs, but it is definitely a Schmitt trigger; the input has hysteresis.

The symbol in the drawing you gave stands for a schmidt trigger.

Look out for this type of gate, when it gets worked up it can output almost anything.
