In converting AC to DC, there's a few steps.

One part of it goes like Rectify -> Filter -> Regulate.

I want to know how come we need a filter since we already have a regulator to regulate our voltages. Can't we just regulate immediately after rectifying the voltage?

You will see that after the rectification, the voltage still drops to zero.
The filter capacitor will fill the gaps, so the regulator can do its job.
