It has a breakover voltage, but the resistance goes close to zero when it operates. The idea is to catch a voltage transient before it fries the circuit. Take a look at Bertus' link.
I think the correct answer is there isn't a way to test it in circuit. Out of circuit it will require some very specialized equipment. If it is working it will be an open circuit. It only starts conducting if something really bad has happened.
