FWIW, it seems that you're getting power but no PWM. Your measurement of a voltage but little power at the motor (dark bulb) suggests the PWM is near zero duty cycle.
I think working on a PWM controller without an oscilloscope will be tough. You might want to buy on on e-bay and resell it once you're project is done. The time it will save you will be worth the hassle.
