I wanted to know if it possible to make an application on my phone that views the information obtained from a certain device.
Like printers, heart rate monitors and electronic scales that can be connected to your iphone, so all the measurements can be stored in an application in your phone.

if it's possible, how can i do it?

There are a growing number of apps that talk to instruments, to collect and display data. It makes a lot more sense than having an interactive display and computer built into every instrument. The rumored iWatch is speculated to connect to pulse meters, oximeters, and all sorts of telemetry. My hunch is that Apple will establish a standard protocol and programming tools to enable growth in this area.

There are numerous ways to do this..
-receive data via the headphone jack
    -pulling data from a file/ip/csv,etc...

obviously the device or sensor must be capable of sending data externally in one form or another..
