Thermoelectric Controller

Hi guys,

I bought a complete thermoelectric kit, which includes a peltier, 2 fans, heatsink and a complete control circuit. My questions are about the control circuit. It didn't say a lot about it where I bought it from except that it has a stepdown transformer, rectifier, fan interface, and thermostat interface. Seeing that I actually want to know what's going on (and the fact that I'm just getting into electronic engineering) I really want to know what's going on in the circuit. If I post some pics of the thing, will you guys be able to explain to me what's going on? Here are the pics:

Here's what I know:
AC input is on the right side, while directly on its opposite (where the ZD logo is) is where the DC 12V output is. Bottom left is thermostat interface and directly above it is working light interface. Fan interface is below the inductor. Now I need someone kind enough to actually explain the circuit to me :D

Its a switching power supply, and you can probably find a schematic or application note based on the part number of the 16 pin DIP on the circuit board.

If you have trouble finding a schematic, post the part number here and one of us can try to help you find some literature.

It looks like a TL494 chip from Texas Instruments, if so its just a power supply, what are the numbers on the devices on the heatsinks?
