Telephone Voltages for Data Modem

I have a data modem application. Non connect phone voltage is 51 vdc, conneted phone voltage is 8 vdc. Is the low connected voltage not allowing my modem to not connect? The modem answers but does not completly connect. Modem tone locks up or disconnects. Thanks for the help
