Speed governor for dg

i need help to design a pid based speed governor. i constructed one without PID algorithm but problems with drooping , hunting etc... i just counted the pulses from engine magnetic pic up for 10 milli seconds and compared with a value will get from the pic up for 50 HZ and adjusted the duty for the PWM of 5Khz . i need to made it possible with PID algorithm.
