Sourcing mA output

Hello, I am new here and would like to ask for support in a problem I am having with a PLC. The Plc has 2 analog 4-20 mA outputs and I am hooking up and actuators to both outputs. The problem is the PLC doesn't seem to provide a loop powered output. And the Actuator needs this powered output to drive the actuator control wire. The actuator is powered from my 24VDC supply but the control input needs a powered loop. Can I use a pull up resistor here or am I way off Base? The PLC is a KOYO click C0-02DD2-D.I only have one wire to work with. I don't know how to power the loop.

The PLC output should be driven to it's terminal common. You've indicated two ports connect to one actuator using one wire. You better give us a schematic.
