Ahah! Thanks for setting me straight there. I thought it was a blanket ban on direct mains electronics including off-line SMPS designs.

Cool! I have a couple of very simple off-line SMPS designs, and people often ask me about off-line stuff but thinking it was banned here I have never published the designs here or on my web page (bacause that is linked to from here).

If things loosen up regarding off-line SMPS and the general consensus is positive I might consider publishing a couple of simple designs (with the appropriate warnings of course).
