Single Pushbutton On/Off

    I have found a circuit here that i need some help reading as this is the first circuit i am attempting to make that is digital.

    Just with the IC Thing in the middle i am having trouble on how to read it i counted it like an IC but wanted confermation

    Also can i make it operate off 3V, as it is easier and 2.6 is harder to achieve, or does anyone know this same circuit but in a simpler form

    Chris,
    a good habit to get in to is to download datasheets for all the unfamiliar components in a circuit you are building.

    After studying them a few times, they actually start to make a bit of sense.
