Single Pad clearance in eagle

I'm doing a PCB in eagle, and i was wondering if there's a simple way to define different isolation/clearance values for different pads. For example, is there a simple way to create a 10mil clearance for the IC pins and 20mil clearance for eagle's test pads without drawing an arc with the brestrict layer?
