Simulation using SCADA software

Hello everyone, here comes asituation i have never dealt with...simulation using SCADA software. I would like to design and emulate a Power substation using a SCADA and a PLC or possibly PIC. I would want it to be in such a way that am able to apply conditions with a SCADA to a PLC and also be able to show the results from PLC on a SCADA. My worry at the moment is whether this is a possible case. Will worry about the rest later.
