Would I need a microcontroller to power the motor or can I connect a motor to the ouput and have it turn it on and off based on my input on the transmitter?

    I appreciate the help

Lets say that the manufacturers of the TX RX module are honest, and the receiver does give a clean digital output.
in this case no you don´t a micro controller, simply connect the digital output of the receiver to a mosfet, which will turn the motor on and off.
dont forget to add a free wheel diode to the dc motor so that the sparks don't burn out your electronic circuit.
