Would the following configuration of two 9 volt batteries allow for a dual rail +/-9V setup, i.e. reverse the polarity of the batteries and provide a common rail for the 'earth' side of each battery.

Yes, that is the way it is done.

 

It would be known as +9v 0 -9v supply.
