I need to put 3 fans in parallel. Each fan is rated at 12V and .36A. Would I need a 36V, 1.08A power supply? Thanks!

No, you need a 12V power supply rated at 1.08 A minimum, but to allow some headroom, 1.5A would be better.

    No.

If you connect the fans in parallel, you add the currents, voltage remains the same.

If you connect the fans in series, you add the voltage, the current remains the same.
