Simple Circuit to Reverse Pos Neg Leads from battery?

must be a faulty chip, or circuit is wrong, try a simple circuit with a 10k resistor and 100uF cap, cap to pins 1,2 resistor to pins 2,3 and link pins 2,6 together, the cap should rise to 8v, and fall to 4 v, and repeat.

I think you would have better results if the relay and the diode in parallel with the relay coil were connected between the +12V and the emitter of the transistor were grounded. That way it will operate as a current amplifier and ensure the relay operates. Diode D3 is not needed.
