Equations for CAPS in series: Ctotal=C1*C2/(C1+C2). For Caps in parallel: Ctotal=C1+C2. Watch out for voltage rating on the caps, especially in series as the applied voltage will be distributed generally unequally if the cap values are unequal. Also, for high-voltage work, you may or may not need a resistor across each cap in series to help equalize the cap voltage on each cap due to unequal leakage currents. Hello..

is there any way to series or parallel these two capacitor value 17nf and 151pf???

thanks
Certainly there is. But now I have a question is what do you want to achieve? What value of capacitance is your goal?? Providing that information will lead to a much more detailed answer, and probably much more useful as well.
