hi
can anybody help me in designing a digital tacho using ICL 7107, which displays the speed of the shaft on a 7 segment display unit.

The IC is a combined A to D converter which has a 4 1/2 digit display. That would make it an accurate voltmeter.

As you have selected a device that requires a voltage input, how do you want to make a voltage from the shaft rotation? How much room do you have to attach some magnets or whatever else you might have in mind?

i'll get the voltage with a f/v converter.
can u provide me a schematic?

what you have in mind is not a digital tacho but an analog tacho! The result will be an useless device due to the big errors in reading the shaft rotation.
