Regulated Power Supply 3A, 0-15V, 1.5V stepping

    Now this may seem like an old, archaic project. I need to design, just a schematic, a adjustable/regulated power supply that is able to convert 127V - 230V AC to 0-15V with step-up of 1.5V DC with a current of 3A. Also a way to protect it from short circuit and over-current.

    Links will be very helpful.:)

    I sort of found a transformer that accepts 100V - 240V AC, but i need an explaination how it works. I took a Nokia charger apart and the model of the transformer is, or wat is written on it:
    FM 6722
    HICAL 03166B2AL

    The first explaination or solution i need is for the transformer.

    Also it should have 2 displays indicating the voltage and the current.

    tnx for d link, d only problem is i dont live in d U.S. or else i wouldv purchased 1 of d power supply n den draw d schematic of it.
    I noticed dat 1 of d boards has a adjustable current selector and voltage selector. (like a dimmer switch but smaller).
