In this circuit, what do I need to take into consideration, when choosing the components values?

What I'd like to ultimately do is take a pwm output, convert it to analog and trigger a relay with it.

 

At what conditions you want to trigger the relay?

I think you can do it without the need to use PWM but just turn on the uC pin.

 

The PWM is controlled by an ecu, and it is the arbitrary source as to what I need to trigger from, basically a constant if you will.
