Question about LM317 IC

i justed wanted to know wether the output voltage of the ic depends on the external load connected to it . That is to say for a particular value of R1 and R2 will the op voltage change with different values of load resistance RL
I tried simulting the circuit and also tried out the hardware on a breadboard . In all cases the op voltage is changing with the load resistance .
Is this normal or the op is specified only under opencircuit condition ?

Used correctly the LM317 will keep the output voltage (almost) constant. The input voltage must be sufficiently, but not too much, greater than the output voltage and the output current must be less than the limit for this chip.

What circuit, resistor values, input voltage, and load did you find it misbehaving?

The definition of a voltage regulator is that it keeps the output voltage steady when the load changes. If yours is wandering much, like more than 0.1 volt, something is wrong.
