How do you measure the rise and fall time and the quantity of tilt of a wave form

I have the volt/div and sec/div as well as the capture of the waveform just not quite sure how to calculate.

For the risetime, you measure the time interval between when the rising voltage is at 10% of its final value till it is at 90% of its final value.

Fall times are, logically, measured from 90% to 10%.

The idea is to ignore any artifacts around the start & finish of the rise or fall.

Tilt is measured by setting the amplitude between 0 volts (the baseline) & the maximum amplitude of the waveform as 100%,then measuring the difference between max & min levels of the flat top in %.

Obviously, the waveform must have a nominally flat top of a reasonable duration.
Any artifacts just after the rise,or just before the fall are ignored.
