Pulse to voltage converter

Hello,

I have been trying to design a Pulse to voltage converter from a small square wave signal with a variable -width (400-1200 µsec), however, it doesn't seem to be working so I was wondering if anyone could take a look at the schematic and give me any input regarding the design.

That is a vary partial schematic. I would think that the pulse would be applied to an integrator to do the pulse width to voltage conversion. The 311 comparator seems to be discharging the integrator, but the source for all inputs is not visible. Why is the input to the 311 filtered? Why are several component values omitted?
