Is it possible to program DB-15 pins (especially pin 12 which is for data) ? If yes, how to program the pins in C/C++

There is a big gap between DB-15 and C. Do you mean an RS-232 serial port? On what hardware?

I have a whole boxful. There is no way to program these things except jumper one pin to another.

I agree something is missing here. What kind of type port/data interface are we talking about.

Maybe an old joystick / game port. You could do different things with them by accessing the hardware directly. Don't know if any support for that these days.

This is like someone asking you if they can control their foot massager and, if yes, how to do it with their i-Phone. How would you even start to answer a question like that.

A DB-15 is just a physical connector. Nothing more. So this tells us nothing.

What is this DB-15 the connector for? The only thing that comes to my mind that is close would be the DE-15 connector used for VGA ports.
