Max, the datasheet makes no mention of PWM, and refers to a "starting voltage" of 3.5V. I really do think it's just a simple fan. On the other hand, it uses a patented 8 pole design.

OP: Could you use a potentiometer? Yes, but it would need to be very low ohms, like 0-100Ω or 0-50Ω, be rated to 1W or more, and would need to fit your dimensions. If you can find one, go for it. It does eliminate the need for a switch.

My numbers are for one fan. Double the rating if one pot is controlling 2.

They state DC brushless Fans.
This is most likely the same technology of the fans fitted to P.C.'s now and have the electronics embedded.
