Does anyone know where can I get a part like on the picture?
I think it is a potential equalization... How is it technically named?

Could be four Zener diodes wired in parallel?

Are those diodes on a heat sink? Can you show us the other side of that thing?

This is not an individual part, it is an assembly.

Green and Yellow wires ID these as the protective earth ground. Short lengths of wire have lugs press fit in place and are bolted onto whatever those four terminals are. There is also a wire with lug on a screw right to the housing itself.

I am sorry I dont have it physically in my hands. But I have these two pictures. One is from the side and one is when the part is mounted in the wall.

Agreed. Earthing distribution tie point. Notice that all the area is made of plastics. Such wiring is needed due to the extensive use of non conducting housing to provide safety grounding for outlets and other equipments.
