Looks like several power supplies there, a pair of high current low voltage ones and a high voltage low current one.

Gotta wonder, why isn't water coming out of the lower receptacle? Perhaps that one is AC.

Everything you know is wrong. Current can flow in an open circuit.

 

The picture is funny, but not nearly as funny as what happens in that same building when you grab the faucet handle.
