Could be a few reasons, I have not used the Omron, but normally it is simply taking the PLC out of Run and then RS232 transfer of program, the problem could be in the serial communication.

if not used (input ADC) MAD01 can be used to dowonload to PLC. but if mounted mad01(input adc) transfer to plc can not..
