Photocell Array as LED Dimmer

A little background info:
I'm currently working on building a beer pong table and would like to light up the cups from underneath. Ideally, the LEDs would grow brighter when a cup is set down on the clear resin coated, circular cut out and dim when it's taken off but a simple on/off would work as well.

Based on what i've been able to find, it seems like the best solution is to use a photocell as a light detector. I'm planning on plugging into a standard wall socket, using 22 red LEDs (10 for each side of the table, plus one for each water cup).

Issue:
I'm not sure how to go about individually controlling the LEDs i.e I don't want all of the LEDs to dim when you take 1 cup off.


If you have any other suggestions for how I might go about doing this, please let me know! I have a limited knowledge of circuits based on the 1 class I took in college so any help you can provide would be greatly appreciated!
