hi
am currently doing a project with peltier element . is there any any some circuit to control peltier element that produce voltage in a range of +4.7 & -4.7?

An "H-bridge" is one way of doing this.

The Peltier is a current controlled device. Instead of continuously varying the current (or voltage), it is better to use a fixed current and use PWM (pulse width modulation) to vary the heating or cooling power.
