Tried Eagle, and MS Paint. Both seem to be American and they convert Inchs to mm, and every time you move one bit you go up by 3mm

Am thinking maybe a CAD program that can do the sizes and then convert it to a JPEG and then import in to Eagel as a Graphics.

I don't think you're using Eagle correctly. The finest grid is really too small to be useful...

 

Earlier this decade I worked for a place where the senior guy (both age & seinority) designed a rather complicated board using Autocad.

After he was let go it became my task complete the project. I ditched all his work and began from scratch in a proper PCB layout program.

Get draftsight.. get diptrace.. follow my instructions in post #20.. Its simple
