Parts in circuit Question

Hello, I am really new to electronics but am wanting to learn and found a LED counter circuit that I want to build but have a question about it. It is the up and down that has me confused. The parts list does not say what to install where the up and down is. I am not familiar with all the signs yet am not sure if this is a switch and what kind it is if it is or even how to hook it up. The S1 switch for the reset can be a SPDT switch but it does not say on the up and down. Any help would be appreciated. Here is a link to the circuit.

The rectangular 'waveform' shown between the up and down inputs, indicates that the inputs need positive voltage pulses, each pulse will create a 'count', being either up or down depending on which input is pulsed.
