I found these two ICs and I can't seem to find a Datasheet anywhere!

Here are the complete what was printed on the two ICs.

    P9906AD
    CD4029BCN

    HEF4511BP
    B9381PS
    Hnn9848 4

The HEF4511BP seems to be developed by Philips if I'm reading it correctly, but I'm not sure 100% since my eyes aren't that good with text that small on a logo. But I'm gusting these two ICs were stopped manufacturing since I had these things for a long time.

Look for data sheets for CD4029 (presettable up/down counter) and a CD4511 (quad 2 input NAND gate).

It can be tough to decide what is the part number, and what might just be manufacturers' date and plant codes.

4000 series CMOS IC's have different prefixes depending upon who made them.
    CD4xxx is the most common.
    HCF4xxx is ST Microelectronics
    HEF4xxx is Phillips/NXP
    MC14xxx is Motorola/ONSemi
There are others; that's just to give you an example.
