Why attached schematic not working.
Vin1=3
Vin2=5
Vout1=5V

Always Vout1=5V for Vin1=3 and 0V.

Why ????

Because there no path to ground for any leakage current !!!!
Add a resistive load from Vout1 to ground.

Since few of us are clairvoyant, without posting any results how are we supposed to know how it is "not working"?
How are you expecting it to work?
