i have a client that has a new induction cook top, but it specs are 220 50hz and we have 220 60hz. This draws a max of 16 amps per leg. Should I get a transformer to go from 60hz to 50hz, if so, what do you recommend?

A transformer converts voltage, not frequency. Check with the manufacturer, if there are no timing dependent functions that use the line frequency, it might be possible to run on 60Hz.
